Case summary
On September 26, 2019, EPA Region 6 issued an Administrative Compliance Order on Consent (AOC) under the authority of Section 113(a)(1)(A) of the Clean Air Act, 42 U.S.C. ? 7413(a)(1)(A) to WestRock CP, LLC (WestRock) for its Hodge Paper Mill located in Hodge, LA. The AOC was issued in response to a violation of LAC 33:III.919.B.1 of the Louisiana SIP for failing to report actual emissions in the annual emissions inventory for ammonia for reporting year 2016 as to one source at the facility. The AOC requires WestRock to report actual emissions in its annual emissions inventory for 2016, review its procedures for submitting annual emissions inventories to LDEQ and update as necessary to ensure future accurate emissions reporting, and submit to EPA a copy of the signed Certification Statement submitted to LDEQ for reporting year 2019.
