EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to Section 301 of the Clean Water Act (CWA) to Petco Petroleum Corporation (Respondent) located in Oilton, Creek County, Oklahoma based upon an EPA inspection that occurred on January 17, 2017. The AO was issued for an unauthorized discharge of oil field brine and produced wastewater to a water of the U.S. The AO orders Respondent to: 1) Immediately cease the unauthorized discharge of pollutants; 2) remove all pollutants from the flow path located between the facility and the tributary of Cimarron River; and 3) remove sufficient pollutants from the tributary of Cimarron River so that pollutant levels in the tributary are at or below background levels. Respondent must respond to EPA within thirty days of receipt of the AO.
