EPA Region 6 issued an Administrative Penalty Order (APO) under its authority pursuant to Section 309 of the Clean Water Act to Ramah Water and Sanitation District located in the City of Ramah, New Mexico. The APO was issued in response to violations of The National Pollutant Discharge Elimination System ( NPDES ) Permit that in part that requires Ramah to file with EPA and the New Mexico Environment Department ( NMED ) certified Discharge Monitoring Reports ( DMRs ) of the results of specific monitoring, and Noncompliance Reports when appropriate. Ramah has not submitted DMRs from October 2015 to January 2017 under the current NPDES Permit NM0023396. CAFO signed by respondent and Division director was filed on April 25, 2017.
