Case summary

On February 17, 2015 and March 1, 2015, Huntsman Petrochemical, LLC, had air releases. The release on February 17, 2015, was of ethlylene which is a listed flammable extremely hazardous substance. The release is in violation of RMP 112(r)(7) because the facility failed to clearly define and configure the process interlock function. The March 1, 2015 incident was a release of ethylene oxide which is a listed hazardous substance due to its toxic characteristics. The release occurred because of a power loss from an electrical fault on a facility which Huntsman supplies power. The release was a violation of the General Duty Clause because the facility failed to identify hazards associated with the impact of allowing adjoining landowners to connect to Respondent's electrical system, resulting in a release. EPA Region 6 is issuing an Administrative Compliance Order under its authority pursuant to 112(r) to Huntsman Petrochemical, LLC, located Port Neches, TX.
