Wapiti Operating, LLC, Respondent owned and operated an oil field waste disposal facility known as the Henry Hill Saltwater Disposal located in Stephens County, Texas. The facility was a point source of a discharge of pollutants , specifically oil field brine and produced wastewater, to the receiving waters of Long Branch which is considered a water of the United States .
