On January 9, 2015, EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to Sections 1414(g) and 1445 of the Safe Drinking Water Act (SDWA) to Mr. Fernando Garcia, doing business as Springer Water System (Respondent), for SDWA violations at its water system, located in Colfax County, New Mexico. The AO was issued in response to treatment technique violations spanning several years for inadequate total organic carbon (TOC) removal, which is a disinfection byproduct (DBP) precursor, under Stage 1 of the Disinfection Byproduct Rule. The AO requires Respondent to comply with adequate TOC DBP precursor removal. Respondent must respond to EPA Region 6 within 60 days of the issuance date of the AO.
