Case summary
On March 11, 2013, EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to Section 122.2 of the Clean Water Act to Pioneer Natural Resources USA, Inc. (Pioneer). The AO was issued based on the observations of an October 4, 2012, inspection of the facility and it's EPA issued NPDES Permit. The Respondent violated their permit by; failing to meet the laboratory minimum quatification level (MQL)for Total Residual Chlorine (TRC), failing to document and monitor discharge flow according to the required schedule and failing to report Discharge Limitations for BOD loading. Each of these violations occurred during the period March 1, 2011 through October 4, 2012. The Respondent will be required to meet the MQL for TRC, begin documenting daily flow measurements and submit pollution loading calulations for BOD.
