On September 27, 2013, EPA Region 6 issued an Administrative Order (AO) under its authority pursuant to the Safe Drinking Water Act (SDWA) to the Frankford Properties LTD (Respondent) doing business as the Southwest Garden Water System in Lubbock, TX.
