Case summary

On June 12, 2012, EPA Region 6 issued an Administrative Complaint (Complaint) under its authority pursuant to the Clean Water Act (CWA) to Ellis Thomas (d/b/a CSC Oil Company) located in Pawhuska, OK. The Complaint was issued in response to violations of Section 301 of the CWA, 33 U.S.C. § 1311. The Respondent's oil field facility had discharged oil and brine to Soldier Creek, a water of the U.S. A Cease and Desist Order was issued to Ellis Thomas on February 15, 2012. The Complaint requires CSC Oil Company to pay the proposed penalty for the alleged violations. CSC Oil Company must respond to EPA Region 6 within 30 days of receipt of the Complaint. On August 26, 2013, the EPA issued to the CSC Oil Company a Consent Agreement and Final Order (CAFO) settling the Complaint. The CAFO is requiring CSC Oil Company to pay a penalty.
