Respondent, Sandoval County, New Mexico owned or operated a Municipal Separate Storm Sewer System (MS4. This Phase II MS4 has not completed the required Storm Water Management Plan (SWMP) as required. Numerous attempts have been made to submit a complete package but those efforts have failed even after being contacted by EPA on several occasions. An administrative order was issued in June 2009, requesting a completed SWMP and a complete Notice of Intent. To date, a complete SWMP has not been submitted. Relief: Penalty
