On September 28, 2012, EPA Region 6 issued a Complaint under its authority pursuant to Section 3008(a) of RCRA to VLS Recovery Services, LLC, located in Hockley, Texas. The complaint requires VLS Recovery Services, LLC to provide to EPA a copy of the facility's waste analysis plan, develop and implement standard operating procedures to ensure hazardous waste is sent only to facilities permitted to receive that waste, provide a copy of these procedures to EPA, along with certification that the facility has developed and implemented the procedures, and provide certification that staff who prepare manifests and arrange for transport for hazardous waste have been trained how to do so in compliance with State and Federal regulations. VLS Recovery Services, LLC, must respond to EPA Region 6 within 30 days of the effective date of the Complaint.
