Respondent operated a stocker calves feedlot locted in Fort Cobb, Oklahoma. AO issued based on an April 12, 2010, inspection conducted by the Oklahoma Department of Agriculture, Food, and Forestry. The violations alleged, but are not limited to: a. Failure to update/document the attainment of best management practices used to utilize the facilities nutrients and effluent limitations to assure compliance with the permit’s conditions; and b. failure to maintain proper records to show that the animal waste retention liner is certified to prevent a hydrologic connection occurring between effluent and waters of the U.S.
