Failure to update/document the attainment of best management practices used to utilize the facilities nutrients and effluent limitations to assure compliance with the permits conditions; and b. failure to maintain proper records to show that the animal waste retention liner is certified to prevent a hydrologic connection occurring between effluent and waters of the U.S.
