Case summary

On July 11, 2013, DOJ filed a Notice of Lodging of a Consent Decree (CD) negotiated with James Ballengee, Lisbon Processing, LLC, and Lisbon Refinery, JV, LLC. The State of Louisiana through LDEQ is a Plaintiff-Intervenor on the CD, which settles CAA, RCRA, and CWA violations from the 2006-2009 operations at the Lisbons petroleum storage facility located in Lisbon, Claiborne Parish, Louisiana. The defendant will pay a civil penalty of $65,000 to the United States with $32,500 of that amount directed to the Oil Spill Liability Trust Fund. An additional $65,000 will be paid to LDEQ.
