A storm water compliance inspection was conducted by EPA on January 13, 2006, at the residential construction site known as Rosario Hills Development in Santa Fe, NM. Rosario Hills Development, LLC, (Respondent) had applied for and received permit coverage under the Construction General Permit (CGP). During the inspection, it was determined that the Respondent had violated conditions of the CGP. Violations included, but was not limited to, a deficient Storm Water Pollution Prevention Plan which was not signed and certified in accordance with regulations. An administrative order was drafted to address all violations.
