Case summary
I supervised and managed the Pretreatment Section of the Industrial Waste Control Division. I ensured that the City�s two vital Wastewater treatment plants were protected from upsets that could be caused by industrial discharges(250 permitted Significant Industrial Users). I hired five competent Inspectors and a Secretary. I wrote the performance standards based on the regulatory requirements and Strategic Planning. I met with the staff and prepared the yearly work plan and set goals for the group as well as individual staff members. I designed measures to track performance. I fulfilled my supervisory duties for hiring, identifying training needs of the staff, evaluated the performance, resolved complaints and personnel issues. I was pro-active in determining the need for special studies, work groups, conferences and special projects. I maintained a high level of employee morale, reducing employee turnover. I was responsible for managing the operating cost of a $5 million laboratory contract. I have spoken at various local associations to clarify existing and upcoming regulations and address concerns. I have effectively dealt with interest groups, the media and the public. I anticipated and met the needs of regulated communities by holding seminars; developed outreach materials, and conducted public meetings. I assisted in preparing ordinance revisions, the development of local limits, and conducted public meetings with citizens, environmental groups and regulated community. I routinely served as an expert witness in legal proceedings related to industrial waste enforcement actions. During my tenure approximately 2000 citations were issued and settled.
