Spess Oil Company Expedited Consent Agreement and Final Order Docket No. CWA-06-2005-1996 VIOLATIONS: The Respondent's facility was a point source discharge of pollutants, specifically oil field brine (produced water), to the receiving waters of a tributary of Cowskin Creek, located in the Southeast Quarter of Section 11, Township 20 North, Range 8 East, Pawnee County, Oklahoma. The discharge of brine was documented during a April 19, 2005, inspection. RELIEF: An Administrative Order (AO) was issued to Spess Oil Company on May 16, 2005. Along with the AO an Expedited Settlement Agreement (ESA) was sent to the Respondent. The Respondent signed the ESA and agreed to settle this case.
