EPA v. Noble & Cantrell Exploration Co. Pittman Lease

Unilateral Administrative Order Without Adjudication

Case summary

Noble & Cantrell Exploration Co. CWA-06-2005-1916 Facility No.TXU010482 VIOLATIONS: The Respondent's tank battery was a point source discharge of pollutants, specifically oil field brine, to the receiving waters of a tributary of Honey Creek, located in Wood County, Texas. A January 19, 2005 EPA inspection documented a drain valve used to discharge fluids from inside the facility's secondary containment to the tributary. RELIEF: The Order specifies that the Respondent should immediately cease all discharges of pollutants from the facility and take preventative measures to cease future discharges from the facility. Additionally, the Order requires the Respondent to: (1) Remove the drain valve from the facility's secondary containment; (2) install an automatically activated sump pump; (3) Repair or replace leaking equipment; and (4) Neutralize brine impacted areas surrounding and down gradient of the facility. A follow-up inspection scheduled 30 days after the effective date of the Order will determine the extent of compliance with the Order. Technical Contact: Matt Rudolph 5-6434
