SONOMA RANCH COMMERCIAL, LLC (NMU001461): A storm water compliance inspection at the commercial construction site of the Roadrunner Plaza, located at 141 Road Runner, Las Cruces, NM, was conducted by EPA on November 3, 2004. During that inspection, it was determined that Sonoma Ranch Commercial, LLC, was in violation of the Clean Water Act by not applying for coverage under the Storm Water Construction General Permit (CGP). To be eligible for coverage under that permit, the Respondent was also required to develop a Storm Water Pollution Prevention Plan (SWPPP), which had not been accomplished. The violations were addressed with an Expedited Settlement Offer, which has been drafted and routed for signature.
