It was determined that the long distance trucking company and terminal facility was in non-compliance with the Clean Water Act in that they had not applied for permit coverage under the MSGP, nor developed a Storm Water Pollution Prevention Plan (SWPPP) as a condition to apply for permit coverage. An administrative order was drafted to address these violations.
