Case summary
A storm water compliance inspection was conducted by the Environmental Protection Agency (EPA) on June 3, 2004, at a construction site owned and operated by D. L. Horton, Inc., and known as The Shores North, Phase 6 at the southwest and southeast corners of the intersection of Dalton Road and Shores Road in Rockwall, TX. A Storm Water Pollution Prevention Plan (SWPPP) had been developed and was being implemented. However, there were violations of the permit conditions, specifically, there was no sedimentation basin as called for in the SWPPP, the site map did not show the location of receiving waters. Also, there was a large sediment load on the creek due to construction activities. An administrative order was drafted to address the violations.
