Case summary

Respondent operates a large national laboratory covering about 43 square miles in northern New Mexico. Respondent operates some Solid Waste Management Units that have storm water discharges subject to the NPDES program. Respondent is currently covered by the NPDES Multi-Sector storm water general permit. Respondent and EPA agree the general permit is inappropriate for their facility and Respondent is entering into this FFCA as a schedule for transitioning them from the general permit to an individual NPDES permit that will be protective of water quality standards. This Order sets a schedule for monitoring and implementing Best Management Practices until issuance of the individual NPDES permit.
