Permittee was given 3 years to upgrade it�s plant to stricter effluent limits to protect the water quality standards and the city has not met that schedule. Starting March 1st, 2004, they began violating the new stricter effluent limits. This Order requires them to come into compliance and give EPA a schedule for that compliance.
