EPA v. Cooke County Production Company

Unilateral Administrative Order Without Adjudication

Case summary

Cooke County Production Company VIOLATIONS: The Respondent's oil storage tank battery and saltwater handing station were both a point source discharge of pollutants, specifically oil field brine, to the receiving waters of a tributary to Walker Creek, located in the Southwest Quarter of Section 28, Township 23 North, Range 4 East, Pawnee County, Oklahoma. The discharge of brine was documented during an April 12, 2004, inspection. RELIEF: The Order specifies that the Respondent should immediately cease the discharge of pollutants from the facility. The Order also requires the Respondent to neutralize the brine contaminated soils surrounding both point sources by applying soil amendments to neutralize the sodium chloride. Additionally, the Order recommends the Respondent: (1) reconstruct the secondary containment; (2) install two automatically activated sump pump; (3) repair or replace leaking equipment; and (4) consider installing an alarm system at the saltwater station. A follow-up inspection scheduled for late May/early June will determine the extent of compliance with the Order. Technical Contact: Casey Luckett Snyder 281-983-2112
