Loraine Cleaver VIOLATIONS: The Respondent� tank battery facility was a �point source� �discharge� of �pollutants,� specifically brine, to the receiving waters of a tributary to Cotton Creek, located in the Northwest Quarter of Section 17, Township 29 North, Range 14 East, Washington County, Oklahoma. The discharge of brine was documented during a February 5, 2004 inspection. RELIEF: The Order specifies that the Respondent should also take steps to cease all discharges of pollutants and to neutralize the brine contaminated area north and west of the tank battery by applying soil amendments to neutralize the sodium chloride. Additionally, the Order asks the Respondent to consider: (1) construct secondary containment; (2) install an automatically activated sump pump; (3) repair or replace equipment that is leaking; and (4) install a current lease sign.
