Case summary

VIOLATIONS: The Respondent's oil field facility, also known as the Traver lease, was a point source discharge of pollutants, specifically brine, to the receiving waters of both a tributary of Rock Creek and a tributary of the Arkansas River. The Respondent's facility is located in the Northwest and Southwest Quarters of Section 25, Township 23 North, Range 3 East, Pawnee County, Oklahoma. The discharge of brine was documented during a December 2, 2003 inspection. RELIEF: The Class I Complaint proposes up to a $27,500 penalty for the violations. However, the Respondent will work through the Oklahoma Corporation Commission District 1 (OCC) is the state oil and gas agency) to implement a wide variety of lease improvements, remediation, and restoration efforts. These efforts include: soil sampling and analysis of impacted areas, outdated equipment replacement, remediation and restoration based on soil analysis, removal of unused flow lines and other oil field debris littering the lease, fluid removal, and reconstruction of adequate secondary containment. At the conclusion fo the implementation period, EPA will follow-up with the state and the Respondent to confirm completion and compliance with the Act, and a bottomline line penalty of $1,500 will be offered in the CAFO.
