VIOLATIONS: Respondent owns and operates a domestic septage disposal facility, and as such, is an operator subject to regulations of the Clean Water Act (CWA). Respondent was responsible for the preparation and application of domestic septage to the land. The mailing address for the respondent is 10 CR 510, Midway, Baxter County, Arkansas 72615. On October 10, 2003, EPA conducted a compliance inspection of the facility. As a result, Respondent was identified as not keeping proper records, and not reducing pathogens and vector attraction. The Respondent was in violation of the CWA and deficiencies noted during an inspection on 10-10-2003. RELIEF: (a) within 30 days take corrective action; (b) within 30 days submit written report on corrective actions, (c) if not possible to correct the violation within 30 days, submit comprehensive plan to do so.
