Case summary
A storm water compliance inspection was conducted April 17, 2003, by EPA at the construction site of a Starbucks Coffee shop within the Red Rock Shopping Center in El Paso, TX. At the time of the inspection, it was determined that Kere, Inc., had not applied for permit coverage under either the EPA�s Construction General Permit or the Texas Construction General Permit. Although there was a silt fence surrounding the site, it was improperly installed, resulting in silt escaping the site. An administrative order was drafted to address the violations.
