An inspection for storm water compliance was conducted by EPA on November 15, 2003. During the inspection it was noted that the Storm Water Pollution Prevention Plan (SWPPP) was inadequate in that it did not identify all potential sources of pollution, did not identify all operators, the site description was incomplete, there was no sequence of events, there was no copy of the permit, the SWPPP was not signged and certified, inspections were not conducted by qualified personnel or in accordance with permit requirements, there was no consturciotn sign posted, and control measures were not properly maintained. It was determined that this facility did qualify for the Expedited Settlement Offer and an order to come into compliance was issued. A Consent Agreement and Final Order was issued and is awaiting 30-day public notice and final signatures.
