Respondent is oil and gas operator performing oil and gas extration and production in the Western Portion of the Gulf of Mexico off of the coasts of Louisiana and Texas. Respondent failed to properly reapply for NDPES permit coverage and several facilities discharged without permit coverage after their general permit expired. The NPDES general permit they had authorized produced water (and other) discharges to the Gulf of Mexico. Respondent has since sold the facilities and is no long an operator or permittee.
