Vall, Inc., Finish Site #3, #4, #5 (OKG010335), Texhoma, Oklahoma: At all times relevent to this Order, Respondent, Greg Ransdell owned or operated a feed operation, located at NW 1/4 of Section 31, NE 1/4 of Section 31, SE 1/4 of Section of 31, T1N, R14E, Texas Co., Oklahoma, with a mailing address of 122 West Main, P.O. Box 426, Texhoma, Oklahoma 73949. The facility is an �animal feeding operation� where animals are stabled or confined, and fed or maintained at the facility for a total of 45 days or more in any 12 month period; and, crops, vegetation forage growth, or post-harvest residues are not sustained in the normal growing season over any portion of the lot or facility. Each facility stables over 4,000 swine, with a combined total of 12,940 swine, for a total of 45 days or more in any 12 month period. Therefore, these facilities constitute large �Concentrated Animal Feeding Operations� (CAFO). On November 13 & 14, 2002, the Oklahoma Department of Agriculture, Food, and Forestry conducted on-site inspections of these facilities, on behalf of EPA. The inspections reported Finish Site #4 should install permanent erosion controls on the interior walls of its animal waste retention structure (AWRS). Physical characteristics weakening the integrate of the containment structure. Unsatisfactory to the permit�s requirements. This Order requires the facility to submit to EPA documentation of corrective repairs performed to the AWRS.
