Vall, Inc., B/G/F Site #1 (OKG010321), Texhoma, Oklahoma: At all times relevent to this Order, Respondent, Greg Ransdell owned or operated a feed operation, located at SE 1/4 of Section 18, NW 1/4 of Section 17, NE 1/4 of Section 17, W � of SW 1/4 Section of 17, T1N, R10E, Texas Co., Oklahoma, with a mailing address of 122 West Main, P.O. Box 426, Texhoma, Oklahoma 73949. The facility is an �animal feeding operation� where animals are stabled or confined, and fed or maintained at the facility for a total of 45 days or more in any 12 month period; and, crops, vegetation forage growth, or post-harvest residues are not sustained in the normal growing season over any portion of the lot or facility. The facility stables 2,520 swine for a total of 45 days or more in any 12 month period. Therefore, this facility constitutes a large �Concentrated Animal Feeding Operation� (CAFO). On November 5 & 6, 2002, the Oklahoma Department of Agriculture, Food, and Forestry conducted an on-site inspection of this facility, on behalf of EPA. The inspection reported Inactive prairie dog burrows within the embankments and wave erosion on the liner walls of the animal waste retention structure (AWRS). Physical characteristics weakening the integrity of the containment structure. Unsatisfactory to the permit�s requirements. This Order requires the facility to submit to EPA documentation of corrective repairs performed to the AWRS.
