Albert Bouziden Feed Yard (OKG010269), Alva, Oklahoma: At all times relevent to this Order, Respondent, Albert Bouziden owned or operated a feed operation, located at S.E. 32-28-13, north of the City of Alva, Woods County, Oklahoma, with a mailing address of P.O. Box 211, Alva, Oklahoma 73717. The facility is an �animal feeding operation� where animals are stabled or confined, and fed or maintained at the facility for a total of 45 days or more in any 12 month period; and, crops, vegetation forage growth, or post-harvest residues are not sustained in the normal growing season over any portion of the lot or facility. The facility stables 950 cattle for a total of 45 days or more in any 12 month period. Therefore, this facility constitutes a medium �Concentrated Animal Feeding Operation� (CAFO). On March 6, 2003, the Oklahoma Department of Agriculture, Food, and Forestry conducted an on-site inspection of this facility, on behalf of EPA. The inspection reported incomplete vegetative coverage and erosion on the animal waste retention structure (AWRS). Physical characteristics weakening the integrate of the containment structure. The inspection also reported record keeping violations. Both unsatisfactory to the permit�s requirements. This Order requires the facility to submit to EPA documentation of corrective maintenance performed to the AWRS and proper record keeping.
