Tree Belt Feed Yard, Inc. (OKG010078), Gage, Oklahoma: At all times relevant to this Order, Respondent, Dennis Schroeder owned or operated a feed operation, located at Gage, in Ellis County, Oklahoma, with a mailing address of Route 2, Box 11, Gage, Oklahoma 73843. The facility is an �animal feeding operation� where animals are stabled or confined, and fed or maintained at the facility for a total of 45 days or more in any 12 month period; and, crops, vegetation forage growth, or post-harvest residues are not sustained in the normal growing season over any portion of the lot or facility. The facility stables 12,750 cattle for a total of 45 days or more in any 12 month period. Therefore, this facility constitutes a large �Concentrated Animal Feeding Operation� (CAFO). On October 1, 2002, the Oklahoma Department of Agriculture, Food, and Forestry conducted an on-site inspection of this facility, on behalf of EPA. The inspection revealed that this facility's AWRS waste levels were maintained at an unacceptable level and runoff from stock piled manure/dirt may enter surface waters of the U.S. Unsatisfactory to the permit�s requirements. This Order requires the facility to submit to EPA records to support stockpiled wastes are maintained and disposed of to avoid any improper runoff, and the levels of the AWRS are kept at levels to retain a 25-year, 24-hour rainfall event.
