A compliance evaluation inspection was conducted at the International Commerce Park on January 14, 2003. It was determined that Azteca Enterprises, Inc. was an operator at the site. There were deficieinces with the storm water pollution plan (SWPPP) including no inspector qualifications, no delegation letter authorizing the inspector to sign and certify inspections, no notation on the site map of the locations of equipment and all controls.
