The Storm Water Pollution Prevention Plan (SWPPP) was not certified by the appropriate Wal-Mart signatory authority in accordance with the conditions of the storm water general construction permit (SWGCP). 2. Specific structural practices and erosion controls were noted in the SWP3, however, no description or technical explanations for the selection process for each BMP was included in the SWPPP. 3. The site map and the SWP3 were not updated to reflect storage areas, other buildings, and the off-site borrow storage area. 4. The inspection report certification statements were signed by the inspector however the inspectors qualifications were not in the SWPPP or on the inspection reports. 5. Inspection reports indicated that soil cleanup in the streets was being done daily. However, light off-site tracking was noted and appeared to be due to poorly stabilized construction entrances.
