The SWPPP contained no certified reports describing the endangered species research and the historic places research. 3. The SWPPP was not in a bound book form and the inspectors found that parts of the SWPPP were missing and not on site. 4. The storm water inspections were being conducted as required, however the inspector performing the inspections was not qualified in the SWPPP. 5. The SWPPP requires erosion controls be installed on the down slope side of the property; however, the controls were not properly installed
