A compliance evaluation inspection was conducted at the Main Street Apartment construction site in Lubbock, TX, on 12/2/02. It was determined that Dinerstein Companies, doing business under Lubbock Student Housing, LP, had not applied for permit coverage. Lubbock Student Housing, LP, had applied for and received permit coverage. Althought there was coverage by Lubbock Student Housing, LP, there had been no Storm Water Pollution Prevention Plan (SWPPP) prepared and there were no storm water controls anywhere on the site. An administrative order was drafted.
