'**VIOLATION: 1) Discharging dredged and/or fill material, by respondent and/or persons acting on its behalf by means of heavy equipment into approximately 6 acres of wetlands without a permit issued by the COE. **RELIEF SOUGHT: 1) Fill the ditches excavated on the property back to their original surface contour and allow all wetlands areas located on the property, with the exception of the area at the front of the property, to naturally revegetate; and 2) Obtain authorization from the COE for the work performed at the front of the property and any related discharges associated with the project. '
