CONSENT AGREEMENT AND FINAL ORDER WAS DRAFTED BUT NEVER ISSUED DUE TO THE UNTIMELY DEATH OF SPINKS' COUNSEL. A PARTY HAS PURCHASED THE LIEN ON THE SPINKS INDUSTRIES REAL PROPERTY AND HAS HAD A CONTRACTOR PERFORMING TESTS, ETC. ON THE SITE TO DETERMINE THE COST OF BRINGING THE SITE UP TO RCRA COMPLIANCE.
