This Administrative Consent Order (ACO) for Kinder Morgan Liquids Terminal LLC (Kinder Morgan), Argo, Illinois is to address violations regarding their Title V permit and associated construction permits and the National Emission Standards for Hazardous Air Pollutants for Source Categories: Gasoline Distribution Bulk Terminals, Bulk Plants, and Pipeline Facilities (Bulk Gasoline Terminal NESHAP). Specifically, Kinder Morgan failed to: ? equip certain tanks with a closed vent system designed to collect all volatile organic compound (VOC) vapors and gases discharged from the storage vessels and operated with no detectable emissions, in violation of its Title V Permit; ? control emissions from certain tanks at all times, in violation of its Title V permit; ? prevent the pressure-vacuum vent on its gasoline loading rack from opening at a system pressure of less than 18.1 inches of water column during loading, in violation of the Bulk Gasoline Terminal NESHAP and its Title V permit; and ? keep VOC emissions to the atmosphere from VCU-1 due to the loading of gasoline cargo tanks at or under the 7 mg/L in violation of its Title V permit.
