Case summary

Dirty Hooker Diesel LLC (DHD) sold approximately 271 defeat devices. More specifically, DHD sold 79 parts or components that remove or bypass the EGR system or can only operate with the EGR system removed, 73 parts or components that remove or bypass the DPF and/or other exhaust aftertreatment systems, and sold 119 tunes or tuners that bypass or allow for the removal of the EGR and/or exhaust aftertreatment systems between the time of May 1, 2018 and January 8, 2021. EPA found evidence that DHD installed at least 212 of those 271 motor vehicle parts or components on motor vehicles that entered their shop. EPA also found evidence that DHD was manufacturing its own defeat device hardware. On December 17, 2021, EPA issued a Finding of Violation (FOV) to DHD alleging violations of Sections 203(a)(3)(A) and (B) of the CAA related to the sale and/or installation of EGR block plates, tunes, tuners, delete pipes, race pipes, and EGR/Cooler deletes. This CAFO requires DHD to pay a penalty of $72,620.14 and resolves the FOV issued to DHD on December 17, 2021.
