Case summary
Region 5 conducted a CAA compliance inspection at Nacme on December 9, 2021, followed by the issuance of a Section 114 information request on March 21, 2022. Based on acquired facility information, Region 5 determined that Nacme violated steel pickle line operating parameter limitations of its Illinois FESOP. On January 24, 2023, EPA issued a notice of violation/finding of violation (NOV/FOV) to Nacme. As an outcome of the following compliance discussions, Nacme agreed to conduct an HCl performance test at their pickle line scrubber to demonstrate that the pickle line HCl emissions remain below the 10 tpy FESOP limitation while operating the pickle line at the operating parameters cited in the NOV/FOV. On July 20 and 21, 2023, Nacme conducted the compliance test which demonstrated compliance with the 10 tpy HCl limitation. This ACO requires Nacme to submit a FESOP modification application to the Illinois Environmental Protection Agency, that revises the pickle line operating parameters limits to be consistent with the parameters monitored during the compliant 2023 performance test - addressing the violations set forth in the NOV/FOV.
