Case summary
On May 17, 2023, EPA conducted an inspection of Westwood Lands, Inc, a slag processor in Madison, Illinois. After reviewing information received from Westwood Lands, EPA issued an NOV to the company on December 21, 2023, alleging that Westwood Lands had failed to implement the operating practices in its fugitive particulate operating program and maintain its baghouses. Westwood Lands has committed to - Obtain a certified observer for its visible emissions observations; - Maintain its baghouses with an adequate inventory of spare parts, conduct daily inspections of the baghouses, and ensure the baghouses are operating within the specified proper pressure drop ranges; - Record plant downtime and when truck watering is not conducted in accordance with its FPOP; - Install a tarp-style pull up door on the opening facing the slag processing plant at the Raw Material Handling Building (?RMHB?) to be used as a means of physically blocking and knocking down dust when wet suppression is unavailable; - Install a heavy-duty windscreen with dust-proof fabric to put along the fence line where the front-end loader travels while moving slag material on the backside of the plant, RMHB, and outdoor storage piles; - Submit a revised FPOP to EPA and IEPA; - Submit an application to IEPA to incorporate pressure drop requirements for its baghouses into its FESOP; and - Submit semiannual compliance reports of these requirements. Westwood Lands will pay a penalty of $75,000 for this matter.
