Case summary
Alter owns in operates several scrap recycling facilities throughout Region 5. EPA inspected many of the Alter?s facilities from 2018 through 2021. EPA discovered instances in which Alter failed to maintain all necessary information on required documentation and failed to ensure that refrigerant from each appliance was recovered properly. A concurrent Consent Agreement and Final Order is being issued. This ACO requires Alter to This ACO will order Alter to implement intake forms to ensure proper recovery of refrigerants from appliances, improve load inspections at each facility, improve operator training, and improve signage at each facility, and addresses the violations set forth in the FOV issued to Alter on March 29, 2019.
