Case summary
EPA identified various compliance issues at scrubbers including emissions bypassing this control equipment. EPA also identified non-compliance for a failure to demonstrate compliance with the MON. A CAFO will be issued concurrently with the ACO and includes a penalty of $308,374. This ACO requires Alto Pekin, LLC to modify the maximum allowable pressure drop at a scrubber to eliminate emission bypass events, to submit a new Notice of Compliance Status to Illinois EPA documenting a new and larger portion of the facility as being subject to the requirements of the MON, and addresses the violations set forth in the NOV/FOV issued to the facility on September 28, 2018. The facility also replaced the scrubber pack at the CO2 scrubber at its dry mill to reduce pressure across the system. This change, and the allowable pressure drop across the scrubber, reduces or eliminates the opening of pressure relief vents at fermentation tanks.
