Case summary

The ACO requires: 21. After 365 days following the effective date of this Order, FPT-Pontiac shall not operate the shredder without the below-listed equipment: a. Install a new water/foam injection system, controlled using a programmable logic controller (PLC) to maximize particulate control and minimize temperature in the shredding chamber; b. Replace the existing primary and secondary system fans with two new variable frequency drive fans to adequately capture the particulate matter from the shredder and route it to the new high-efficiency filter unit; c. Replace and relocate the existing hood at the shredder discharge area; install an additional collection hood at the shredder inlet area to improve collection of particulate matter; and replace collection ductwork from the shredder hoods to the particulate matter control device; d. Replace the existing ripple boxes, Z box, and quad cyclone system with a single high efficiency cyclone with closed collection drop for heavy particulate. The final configuration will result in one stack, two dampers, and two variable speed fans; e. Replace the existing fabric filter dust collector with a new high-efficiency filter unit, which is rated for at least 80,000 cubic feet per minute and is equipped with an outlet mist eliminator. The high-efficiency filter unit includes an auto-indexing filter and process variable data recording. By the effective date of this Order, FPT-Pontiac shall use an electronic recordkeeping system to maintain the records of the preventive maintenance and corrective actions conducted pursuant to the malfunction abatement plan required by the 2022 Permit.
