Case summary
Phillips 66 failed to reduce benzene emissions routed to the atmosphere through their control device by 98 weight percent in violation of 40 CFR 61.302(b). Prior to May 12, 2020 Phillips 66 was purging the vapor line for barge loading with nitrogen gas and not keeping the pilot light lit during while purging the vapor line, resulting in the uncontrolled emission of benzene from the process.
