I recommend that you approve the attached Administrative Consent Order (ACO) for Joseph Adams Corporation, Valley City, Ohio to address violations regarding the National Emission Standards for Hazardous Air Pollutants for Miscellaneous Organic Chemical Manufacturing at 40 C.F.R. Part 63, Subpart FFFF (?the MON?). Joseph Adams Corporation operates a manufacturing facility in Valley City, Ohio (the ?Facility?) that processes spices to produce oleoresins. EPA alleged that the Facility was subject to the MON and had failed to comply with all applicable requirements of the MON since May 10, 2008. EPA is concurrently issuing a CAFO which requires Joseph Adams to pay a penalty of $33,500. This ACO requires Joseph Adams Corporation to apply for a permit with the Ohio Environmental Protection Agency limiting emissions of individual HAPs to less than 10 tons per year and total HAPs to less than 25 tons per year and addresses the violations set forth in the FOV issued to Joseph Adams Corporation on December 30, 2015.
