Case summary

EPA alleged Fiberteq exceeded emission limits for volatile organic material (VOM) and formaldehyde based on a review of a series of performance tests conducted at the facility, production data, and observations made during a 2019 inspection. This case does not have a concurrent CAFO. This ACO requires Fiberteq to modify its FESOP to require semi-annual and annual inspections of its curing oven to ensure that emissions are properly routed to a thermal oxidizer. Fiberteq is also required to conduct testing at building roof vents to establish uncontrolled emission factors for total VOM, formaldehyde, and methanol. These actions address the violations set forth in the NOV issued to Fiberteq on May 19, 2020.
