Case summary
HCC failed to properly permit a reactor that was emitting VOCs to the atmosphere at levels exceeding the insignificant threshold in the Indiana SIP. HCC exceeded hourly emission limits for SO2, NOx, and CO at two process heaters. Finally, HCC exceeded the allowable PM emission rate in the Indiana SIP at dehydration heaters H-401 and H-402. This case will not require an ACO as the violations at the reactor and process heaters have been resolved through subsequent permitting actions and HCC has reduced emissions at H-401 and H-402 by taking operation limits and the installation of a new baghouse, respectively. This CAFO requires HCC to pay a penalty of $200,000 and resolves the NOV/FOV issued to HCC on March 31, 2017. In response to the NOV/FOV, HCC installed a baghouse that will reduce PM emissions from dehydration heater H-402 by approximately 150 tons per year.
